Answer: The Wonderland Darkrai was was distributed to Pokemon X/Y players who inserted a serial code that was found on pre-ordered tickets for Pokémon the Movie: Diancie and the Cocoon of Destruction (AKA M17).
Because new "Pokemon" movies are only released in theaters in Japan, the only way that North American and European Pokemon X/Y players can acquire a Wonderland Darkrai, is if Nintendo offers that Pokemon with pre-orders/purchases of the DVD version of Pokémon the Movie: Diancie and the Cocoon of Destruction.

The Japanese theatrical release for Pokémon the Movie: Diancie and the Cocoon of Destruction is July 19, 2014. That movie should be released on DVD in North America sometime between December 2014 to April 2015.
