Answer: Yes. First, you would need to emulate DirextX 10 on the 64-bit version of Windows XP, and then you would need to tweak Fallout 4 to run on DirectX 10. That's assuming your PC meets the other system requirements.
Notes: Even if you got Fallout 4 to run on Windows XP -- that game will be unplayable. I've heard reports that game runs in 1 FPS on that OS.
