It looks like we'll have to wait until launch day to find out for sure.
The Witcher 3 Remastered releases on September 29, 2026, and CD PROJEKT RED has yet to confirm whether owners of the PlayStation 4 Complete Edition who redeemed the free digital PlayStation 5 upgrade will be eligible to upgrade to the Remastered version at no additional cost.
"This new version of the game features an array of improvements, bringing upgrades to visuals, gameplay, and more. It will be available as a free upgrade to all owners of the game on GOG, Steam, Epic Games Store, PlayStation 5, and Xbox Series X|S," CD PROJEKT RED revealed last month.[1]
Technically, players who redeemed the free PS5 upgrade have the PS5 version in their digital library. However, there's an important distinction: the PS5 version obtained through the PS4 disc upgrade requires the original PS4 disc to be inserted to play.
If owners of the PS4 disc are allowed to upgrade to the PS5 Remastered version for free, these will most likely be the steps required to redeem the upgrade:

Insert your PS4 Witcher 3 disc into the PS5.

Highlight The Witcher 3 on the PS5 home screen.

Select the three dots (…).

Choose View Product.

Select the PS5 version / Remastered upgrade when it becomes available.

Select Download.

Keep the PS4 disc inserted whenever you want to play the downloaded PS5 version.
