Or should it be limited to mediocre Fighting-type moves?blaziken-01

Speed Boost Blaziken is a Fire/Fighting-type Pokemon that receives a one stage Speed boost at the end of each turn in battle.

The most powerful Fighting-type move that Blaziken can learn is High Jump Kick, with a 130 power rating and 90 percent accuracy. If Blaziken fails to strike its opponent while using that move -- it'll lose 50 percent of its HP!

It's very easy to manipulate High Jump Kick using Blaziken's, because you can setup an entry hazard or stat boost while your opponent is using Protect to get a Speed Boost, and then you can follow that by using Protect to block your opponents High Jump Kick.

I could never understand why Blaziken can't learn Close Combat, a 100 percent accurate Fighting-type move with a power rating of 120. If that move is executed, the users Defense stat and Special Defense stat are lowered by one stage each.

Considering Blaziken's base Defense and Special Defense stats are weak, I have no issues with allowing that Pokemon to learn Close Combat, because half of my team could one-hit KO a weakened Blaziken with Extreme Speed, Aqua Jet, or Brave Bird.

Question: Should Game Freak allow Blaziken to learn Close Combat in Pokemon Omega Ruby and Pokemon Alpha Sapphire?
