Until further notice.
Nintendo offered Pokemon players in Japan three opportunities to acquire Pokemon Hoopa throughout July, while the rest of the world is left waiting.
Hoopa has two forms: Confined Hoopa (primary form) is a Psychic/Ghost-type Pokemon; while Unbound Hoopa (alternate form as pictured) is a Psychic/Dark-type Pokemon.
Both forms has the Magician Ability which steals the held item of its opponent if it makes contact.
Hoopa Unbound is the most popular form because it's only weak to Bug-type (4x) and Fairy-type (2x) moves.
Confined Hoopa can learn Hyperspace Hole, an 80 Power Special Psychic-type move which ignores modifications to the accuracy stat and evasion stat, and will also hit the target even if it has used Protect, Detect, Spiky Shield, King's Shield, or Mat Block.
Hoopa Unbound can learn Hyperspace Fury, a 100 Power Physical Dark-type move that has the same benefits as Hyperspace Hole.
It's not fair for any region to have exclusive access to a new Pokemon for an extended period of time (in this case the entire summer), because that biased business model is making Pokemon tiresome...
