Steam's 2015 Halloween Sale glitched today at around 3:03 p.m. PST with no results returning for that sale query, as seen in the image below:
I can confirm that query consisted of 4 pages worth of games before 3:03 p.m. PST.
Update (3:17 p.m. PST): That query is working again. This time around they have 88 pages worth of games on sale!
